My understanding is that we all possess innately all the endowments, all of the powers wanted to satisfy God’s purpose for us on this plane and steel us for transition into the next level, world, and so on. This is our training ground to explain. However mystic powers are something the papers let us know to not consciously or actively develop. Should he have ignored this inner alert? I do not believe so. Since he's the overall Perfect Exemplar of the Baha’i Revelation then we need to follow his teaching, both what he wrote and how he lived. The term mystic powers is a popular term covering a large amount of specifics but again while the Writings prohibit the active development of such powers they also permit the use of spiritual healing which to me is a specific sort of mystic power and it is not proscribed. Take as an example the unusual powers of animals that appear to sense when a storm is coming long before humans can. The Master covered this too in SAQ regarding the 3 Characters, i.e. Built-in, In-built and Bought.

I have certain pals who seem to have a high level of psychic capability and when they let me know their thoughts I listen and then look at it for myself. I don't just blindly accept what they assert. But they also don’t go round telling everybody what to do or the easiest way to live, for example. They only respond when asked.
